I've noticed that sometimes when my Sim does the horse tricks, she gets XP and hobby percentage, but does not get the exclamation point bubble to win a ribbon. I've had the problem lately too. Just go to another location, then back to the frozen sim and she should work okay again.

For the lifeguard goal, the 25 minute option also works toward the goal, making it slightly less awful.

You need orbs to build the beach and the surf shack, so you will need the LD update/quest to get the beach and related hobbies.
