At first it was a limited time reward but last year it was made available for purchase in the online store. But it was only for a standard lot. Recently it was made available for premium lots too.

At this point I won't be shocked if they bring back those day specific goals either.

You can see personalities in the "Create a Sim" menu. I don't remember if you can see personalities without completing the quest or not but if you saw 'no personality' then I guess you can.
