It doesn't make any difference (on my Android games) where they do it or if they're in some sort of relationship. I only used Adults though.
Can you perhaps specify what you're playing on? iOS/Kindle/Windows/Android?

No, they aren't related. Your sim will measure in various places outdoors (like the sidewalk beyond the house where you can't even build) and not just where you might place a patio.

No, just, as you said, the XP you would get from having another sim do the action.

Yes, it's possible. It should be shown as second tab in the outdoor building mode.

Thanks Erin! I don't have those tabs. Yet? I s'pose it's because there are a few more tasks yet to complete the patio part.

Those tabs aren't available until you finish the patio quest.

On a side note, I'm sure I saw a patio with timber flooring in one of the FM videos or photos, but only the standard pool tiles are available. Shame

Also, the Mediterranean pool tiles aren't available as patio tiles, even with the villa unlocked. Another shame.
