It is 8:09am in Melbourne here... It was available when I woke up :)

Where are you?

Edit: what Timezone are you?
Sorry I fell asleep last night :D

I am GMT +1 but my device was GMT +8 since I have returned from Manila recently. It was stubborn and not wanting to start the quest even after my geographical midnight. Well - in the morning it was there :)

You are right...a real estate working sim is required for this quest.
Yes, a real estate worker is needed for during the quest but not needed to start the quest. I don't have any of my sims working so when the task came to send someone to work at the real estate agency I had to give that job to a sim. I didn't have any trouble getting the quest without a sim working at the real estate agency.

I agree about the swing.
I couldn't even get two to go in... One of them ent in and the other changed into her bathing suit but just stood there watching lol.

It isnt fair for people that arent at the ocean view estate quest. EA is very stupid for it. Its like only whites are allowed in some places and its the same thing and i think ea should change this crap.

Wow. It's hardly comparable to institutionalized racism. This is how the game is designed. You can't get certain quests until you complete other quests. Many people couldn't do the Balcony quest when it was first added because they hadn't done the Multi-Story Renovations quest. It would have been impossible to add a balcony to a house that didn't have a second floor just as it is now currently impossible to send a real estate agent to work if you don't have the real estate agency built. This quest is a discovery quest. Lucius will be in the park waiting until whenever you can or decide you want to start this quest.
