Did you sort it? Closing and reopening your device might help. My grouch didnt go back with my sim until i did this.

If you whistle the Sim who watched the tv with the Grouch away from their house and leave the house yourself, leaving the Grouch sitting there stuck. Then when you've whsitled the Sim away and left the house just go back to the house where the Grouch is at and he should be finished. If it doesn't work the first time then just do it again and it should work.
My game got stuck like this also. The tv I used is still on with no one watching it!!

My tv stayed on, too, even if there was no one watching. I made one of my Sims watch the news, and the tv turned off after she was done.
