I was just coming in to the thread to see if I could help with any advice, but mockingbird288z's awesome pictures covered it! 
(And thanks so much for linking to our video!) I really hope this balcony thing was intentional by the game developers and they don't fix it in the next update. It makes for such creative builds, like that haunted house!
Also, my husband's been using the technique to try and build Fallingwater, the famous Frank Lloyd Wright house.

it’s not letting me add any balcony or modify previously built ones either 
it has also been happening since the last update
