I apologize if this has been asked before. Anyway, I was wanting to know if there is a way to dismiss a citizen who is requesting help from my sims. Basically, I have a citizen who is requesting to be "interviewed" at the police station. However, I have yet to build that room. So that citizen hangs around all day long taking up an available spot that could be used for another citizen that could be fully helped. So is there a way to get rid of the citizen short of building the interview/interrogation room?

Not really, no. As long as you don't do any of their other requests, they might eventually leave but it could take days. If you've done 1 or 2 of their requests, they usually stick around until you've finally built the room.
This is why like to have a couple of non-specialised sims to collect the resources, and have the specialised ones work offsite until their stations are ready. I always found my specialised sims are levelling up faster than I can build the stations, and finishing the quota with the low level sims is much easier.

So will citizens that require tasks in the special areas show up if I haven't built a particular room yet? For example, at the Police Station, I have the Squad Car but not the Interagation Room or Jail Cells. If I have non-specialized Sims work there will I get requests for the Squad Car but not the IR or JC? Or no special area requests at all? The biggest thing that gets frustrating with the specialized sims is that prior to specialization I could finish the movie studio shifts (using two sims at a time) almost 4 hours early. Now I'm barely able to finish early.

You won't get the specialised requests with non specialised sims. You'll only get requests arriving that can be completed by the sims working that shift - for some reason they didn't apply that same logic to the work stations. I get your frustrations, and found exactly the same thing not being able to complete the quota.
