Never saw mysterious island quest

I am at level 31 and never saw the mysterious island quest, how can I get it now.
The quests run in a specific order, and you must complete all quests ahead in the queue before you can play this one. What quest do you have available now? Have you finished the ocean view estate quest?
You should be able to view which quests are still upcoming for you, I believe there's a green icon above your current quest on the task list.
