Life Dreams "have a baby" quest

The time limited quests to earn the singing fish cannot be completed if you have more than 32 Sims....am I right?

You must be able to add a new baby. So that means either 31 Sims (after one senior dies) or a blinking crib.
HFN at #11 West Side. Haunted House at #1 East Side. Three star instruments at #3 East Side.
