You did update the game, right? And did you get the announcement of the quest? Maybe it helps to reinstall the game (don't forget to save the game if you don't want to loose progress). I also had issues after updating the game (e.g. no architect homes tab).

The part where you have to place the eggs case is just one of the tasks on the first day of the quest.

It looks like you are at level 9. On their Facebook page The Sims FreePlay said the quest unlocks at level 11.

I think the suit is supposed to be an egg, including cracked shell, egg white and the hood as yolk.
