I think it has been introduced with the candy monster event and it remained since then in my main town. I haven't updated my new town, yet, and the option is not there.
There is this topic from February. I didn't notice it before that post but checked in February and had it.
Coming from the candy monster event is a good theory.

Maybe the "scare" option comes after completion of the candy monster event? I noticed it only recently. I finished the candy monster event, which picked up from where I'd left off last year at 75%.

Yes because I did not have the option before the event too.

Ugh, this is disappointing. Do you suppose this is a change that affects all online purchases made on this update? I was able to restore the summer Lovin clothes and some others purchased on past updates to my seniors game but not the latest dresses.

Q: What can I do if I have purchased Simoleons or Lifestyle Points and want to reset my game?
A: Unfortunately, consumable purchases such as Simoleons and Lifestyle Points will not be able to be retrieved after resetting your game.
However, item packs that have been purchased on the store are able to be downloaded again for free, or restored using the "Restore Purchases" button available in the Info section of the app:
So I'm still hoping, it's a bug.
