The only tasks that seem to be affected are the ones using multiple sims and then they require 1 more.
The SP requirements to skip don’t appear to have changed.

Hello! I have a question: I usually don't take part in any simchase because I think they end up being really expensive and I always fall behind the other sim but if I take part on one simchase, don't finish on time or anything and they repeat this simchase a year later, will I be able to take part again? Will I have to start from the beginning or they're like rerun live events?

Repeated events usually show up if you didn’t complete them before. Simchase repeats start with episode 1, so you have to go through the whole event. If you got prizes while a former run, you’ll get 1 of the same items for free, clothes an hair would be replaced by a currency.
