How can I use Life Orbs for building?

I don't understand how I can use my life orbs. I assign them to a sim but when I try to build the ones I need are shaded grey? They're in inventory but I can't use them? I have enough but can't access to use. Very frustrating!! I'm on level 55 and have played for years but so many places aren't upgraded because of this issue. Can anyone help?
