I figured it out. The person that was previously doing the hobby in that town was standing next to the mailbox.

Is it possible to do at neighbor? I tried and got blue footprint It should be, I used a neighbor's broom closet to help with the time limit. Maybe something was blocking your sims path to the closet? She walked up to the closet and it was blinking blue then she did the steps. Weird. I'll try again.
