Toyota Tents?

Looking around my neighbors towns I noticed some have tents with Toyota flags. When where they available and are they interactive or just for show?

If you look into the garden furniture tab, you can see, from which level it's available. It's only show, not usable.

Ah that must be the thing that unlocks at 47. It's still locked for me but I was trying to figure out what the flag was. Thanks!

since it is marked Toyota ... does that mean its free as many ad/name brand items are ? except cars.
