Once you have got to the top level with the hobbies with a Sim and unlocked the full collection getting to the point where you get 3LP for each full set does it matter if you keep a Sim at this level? e.g. I have one Sim who has completed skating to this level but I would like her to do something else now but I don't have any other Sims doing skating at the present and I would like to keep the collection unlocked for future Sims.
No, you don't need to keep the high level once you've unlocked the complete collection. The collection stays unlocked and every sim that starts the hobby can receive any level item of the collection even if they're only level 1.
The only reason you might want to keep one is for the Competition Center, although doing the hobbies is probably much more rewarding.
Switching hobbies also has the advantage of receiving all the rewards associated with each level as you level up again!
I haven't bothered using the Competition Center as it didn't seem worth it for the time it took for the rewards also the one time I did try it my iPad crashed near the end and so it was just wasted time. I decided just to stick with hobbies etc.
I have switched Sims around once they got to the top, but have kept one at the top level in the past. It is good to know I don't have to.

No, unfortunately it doesn't apply to work. As soon as they start a new career they either go back to the start or in some lucky cases (I think) only drop one level. I am not sure what makes the difference.
Not quite. Your sim loses 1 level when switching jobs and returning to their old job. Rebuilding a work level from scratch (after quitting the high level one several times in a row) doesn't earn you much in bonuses, the low income in § and XPs are not balanced out with the bonuses of levelling up.
So I recommend keeping your workforce at the top.
A level 1 athlete earns only § 150 and XP 400. A level 5 earns § 1,100 and XP 1,150!
Is there any huge advantage to having sims at the top level of their careers other than sending them to work? I usually don't bother sending them to work or the competition center because they can make so much more doing hobbies.

For people who need to have their sims busy during hours that they are busy themselves it's an option, especially in the lower levels. I don't think there is any non-stop 4 hour alternative to a top athlete earning § 1,100 and XP 1,150.
