Here's a Great Tip! I had a goal that said have a preteen use simbook at a neighbors, I have aged up my two preteens to teens. I used one of my teens to do it and it worked! Yea!!! It saved me 5LPs.

Interesting... I wonder if Teens can do all the Preteen actions in a neighbour's town (of which there are quite a few!). If anyone tries, let us know which ones work!

Just try with a teen in your own town to see if the option comes up for them. If it works in your town, it will work in a neighbour's town.

I can confirm that teens can do preteen goals. I had to be funny between 7am-10am. When I woke up at 7am, and had to cycle through ALL my sims (accidentally fell asleep before 10pm, after I had everyone short-term planting/hobbying! ;p) to replenish their needs, I made my teenager Rose be funny to her mother Hermione (can you guess what I based my town on...) without a thought, and was happily surprised when the goal was completed. I had known with another goal once before, but was happy at this new confirmation.

There are still tasks, which teens cannot do. And there are two toddler goals, which complete with a preteen. E.g. "Have a toddler in the kiddie pool" No matter, whether the kiddie pool at home or at the swimming center, I just send a preteen

only preteens can make prank call, which is a social goal at neighbor town... however, i'm not sure whether this goal will be disable if you do not have a preteen...

I doubt whether they will disable any regular/social preteen goals just because you don't have one.
Just checked and there are plenty of other preteen actions that cannot be done by teens
- ruin dinner
- call grandma
- make triple hot choc
- do karate or ballet
- eat popcorn
- waste hit water
- use preteen study desk
- jump on bed
Looks like we need to put up with their infernal skipping
