Upper floor

I've finally saved enough to pay for a second floor on my beach house but need some advice please. Do I buy the stairs first or the floor. I tried it with the floor first but couldn't place stairs anywhere. So I reset the game & tried to place stairs first but wouldn't work either. What am I doing wrong?
HFN - 1 Firehouse Road
Haunted House - 2 Diver's Way
Reindeer park - to the right of the volcano

You have to have the second floor built before you can place the stairs, elevators, fire poles, or escalators.
HFN 1: Starter House with haunted upstairs, 1 firepole: (22 West Side)
HFN 2 -Clue House with 4 firepoles: on island behind Tempest of Bliss (3 Bliss Drive)

You need the second floor first.
With the stairs, you have to put them so that they don't overlap any wall of either the upper or lower floor. - Try a few different places and see.

I think you also need not just the second floor but also build the actual room on it before you can add the stairs.

Buying and building the additional floors are two different things. You need to buy the floor first. Then you will need to build the 2nd floor (from the floorplan option in the build menu). Then only you can place the stairs. You also need to ensure that nothing is obstructing the stairs on both floors.

This is my next goal saving up to get a 2nd floor. Seems like May take a bit tho. The money grind is hard. :|

My beach now has an upper floor. Thanks for the help. Saving for a fire pole now that I have somewhere to put it. :D

Can I ask a related question?

Can houses have more than 3 floors? I've never seen a fourth floor, and I don't have the money for one, but is it possible??
