Having trouble with neighbors

Why can't I use my neighbors activity places? I goto them and they are built but they don't have their icons above them it's stopping me from completing goals

Do you have these places built in your town? I think it is a requirement that you should have this place in your town and only then it will be available for you in neighbor town.

Only certain businesses and workplaces are unavailable. Places like the community center, park and snow park should work.

I don't have any of them yet either, but I can use them all at my neighbors.
