Adding Sim to town goal

I have a goal to add another Sim to the town. Does adding a teen or preteen count? It will be a while before I can add another Sim the regular way. Thanks for any help!

I would assume it counts, but I don't know for sure.
What you can always do is remove (delete) a sim from your game, then add him/her back again.

Be careful deleting sims especially If you want to make them look the same when you recreate them, very few wardrobe and hairstyle choices left!
