When can I start building stores?

When can I have more stores? Or when can I build more? How can I buy another dog? How do I get a sim to have a job?

You need to meet the minimum current requirement of Sims count + the construction cost in order to build the next stores/workplaces

To buy another dog, you need to build the Pet Stores

To make a Sim get a job, build a workplace

Ohh ok. Any idea what level I have to meet or how much sim count I have to have?

Just continue doing the initial tutorial goals and the buildings/businesses will slowly unlock for you. I don't think anyone has actually listed down the levels/sim count for each goal. But when the businesses/workplaces are unlocked each individual one will have the requirements for building - cost and no of sims required.

Two things required:
1) Cupcake goal
2) constructing fire station
