I have moved your post to the Game Center topic for friends. Unfortunately, Game Center requests aren't going through right now. If you're still on iOS 9 you can still send requests but those requests don't arrive so no one can accept them. It's not known how adding GC neighbors for SFP will work on iOS 10.

Unfortunately, Game Center is still not working with FreePlay to add new neighbors.

Any neighbors you had from before the change in Game Center are still neighbors and you can still save the game via Game Center. But no new neighbors can be added.
