Yes the Tempest of bliss does what it says. Particularly with idle sims. I'm on level 70 & my sims needs last a long time when they are idle.

If you keep your Sims busy as much as possible, the difference is minimal. So Tempest of Bliss only affects idle Sims.
My experiment on two different devices, level 0 has phone layout, level 70 tablet layout, so the bars are slightly different:

I guess this was what I was seeing and I was blaming it on the Turtle. But based on your amazing research, they just "changed things" and then gave us the turtle to build to change them back. I KNOW my Sims are draining faster than they did before. If I kept them busy they hardly ever drained. It's a hassle. Least they could do is drop resources for snacks, toilet, washing hands, etc. Soooo... Based on your research I need to give the turtle a head after all! And a lot more... It is certain that this change was made to "promote" the building of the monument, what I don't know if these changes are effective from a certain level or not.
The Monument of Bliss does slow these drains down, but that's not very noticeable with only 0.5% per level. You can see the difference when having two games next to each other with one Tempest of Bliss at level 15 (=25%) and the other at level 0 or so.
I'll do some back to back testing with one game Tempest of Bliss at level 0, versus my regular games.
I am finding with each update, as they take away hair and clothes and shoes, and add turtles, and signs... I like this game less. *insert sad face* I dun know...it's just not so fun to lose stuff you had and then have goals you will prolly never reach. Maybe it will look better tomorrow.

@ blackbrit:If i understand correctly the above part (from start to 5 days) is with idle sims.
I think the only way to get the monuments to lvl 70 is to use lps , either bought with real money or through grinding (don't know if that is feasible to get to lvl 70 as I don't know how much is needed in total) or cheat/hack. And I think they were designed so that people spend money on them because why else make them go all the way to lvl 70 and then make resources so rare.

The test was with both, but since the decay of needs for busy Sims is so minimal, I've added the details for them at the bottom. Level 70. Gosh. That's evil. I'm going to aim for level 25 by hobbying and hope that is sort of enough. Sigh.
I have idle Sims sometimes when they come home from the fire station; monument building will help them.

Well I've just come back from holiday. Left my sims unattended & idle for 8 days. Expected to come back to see them slumped over with their needs in the red. Logged in this morning & all 22 of them are still inspired!! Can't believe my luck.

There are three "return to Sims Freeplay" incentives, this works only if SFP has not run for the specified time.Debsjw10 wrote:Well I've just come back from holiday. - 5 days: full inspired + XP
- 7 days: full inspired + §
- 10 days: full inspired + LP
Coming back you can see something like this (Over 10 day):
