Whether it's the salon or the boutique and fancy dress store, they both offer a lot of options for purchasing extras for your sims wardrobe. You can get glasses, tattoos, makeup and fancy hair at the salon. You can get umbrellas, snow suits, swimsuits and other outfits at the fancy dress shop. I like both. Unless you have a sim that you really want to turn into a realtor, I'd go with getting more outfits. Especially since this last update severely and unfairly limited our outfits that used to be available to us.

Don't you need the realtor's office to get access to your premium lots along the beach? Or was that only for the goals that went with the update that brought those lots?

The real estate agency is no longer required to get access to the premium lots.
I still haven't build both of them.

As said above, I think if you're not planning on have someone working as a real estate agent you're better of to get the fashion store.
Though I must say I was disappointed on what it had to offer in term of outfits and the costs of those outfits.
Checked it in my test game and that's why I have build it yet, first wanted to get the snow park.
Also if you unlock the outfit from the Fashion Design hobby you can buy it in the Fashion store.

Fashion Shop gets my vote too.

It's true it's just for aesthetic purposes, but there is at least one goal that requires you to visit it, and it's nice to have in case you ever fancy a change, or if a new outfit gets unlocked (as with the Teen Roman Costumes for Halloween).

I have never yet had any reason to bother with the Real Estate Agency. I have never seen a goal that requires it, and even on the highest level, an Estate Agent can only earn §950 and 1,150XP over 5 hours. An Athlete can earn more in less time, and gardening is also much more efficient.
