Fire hydrants aren't in front yards like real life. They are an item you can put on any home lot. Any sim can do it, but if the sim's occupation is firefighter, it will improve their occupation level.

It can be bought in the promotions are us store or the hobby and career tab of your home store. When it's placed it's 2x2 squares, and looks a bit different.
