Preteen quest trouble

I am on level 19 and working on the Preparing for Preteens quest. My current goal is to have a preteen read a book from the preteen bookcase I recently bought...only I don't have a preteen because I haven't completed the quest to age my toddlers. When i click on a toddler to have a birthday, it says I must "complete the preparing for preteen quest on level 13". I don't have the weather machine because the quest was never offered to me (went straight from mysterious island to Prep for Preteens). I have built the school and bought various items. I don't want to buy the machine because that would take forever! Thank you!

A couple questions, maybe silly ones. Did you bake the birthday cake for the toddler? That is needed to age them to pre-teens.

Is this a goal you could just skip by using 5LP?

I figured it out! For some reason, it wouldn't let an adult read the book, making me think only a preteen could use that book shelf. I deleted the app and redownloaded, and it is working now. Thank you though

What do you mean? It is a standard goal for the preparing for preteen quest. My game just glitched or something.
